Industry Deregulation

While no council wants to deregulate its taxi fleet, the Hillsboro council is in a catch 22 situation which they are continually examining and continually putting to the bottom of the pile.

The taxi fleet of the city of Hillsboro pays $35 per taxi as a licensing fee which is supposed to cover the taxi industry and ensure public safety as the money goes towards inspecting the taxis. However, this fee is not enough to ensure that all of the city’s 40 taxis are properly inspected, and therefore, the city is leaving itself open to liability from the public.

While cities such as Portland have the resources to license their cabs and their limousines, Hillsboro does not. Neither do the rest of the counties in Washington as no other municipality regulates their taxi companies. In the other cities the taxis and limo hire companies must obtain a business license, just like every other commercial enterprise.

In Hillsboro the lack of regulation is a self-regulating motivation for some taxi companies as while they are not officially inspected by the city officials, they respect the fact that they pay their licensing fee and they keep their taxis and their business running correctly.

Licensing of taxis is especially important in busy areas, and Hillsboro is not in this category, as the busy areas such as downtown Portland and around the airports could see almost anyone drive up in a yellow car and start operating a taxi business.

However, every city and area is different and while the licensing of the taxis and hire cars in Hillsboro is not working, some sort of regulation needs to be in place to ensure the public are not taken advantage of and that the industry is fair for all.
